Moving to Albania: The Complete Relocation Checklist

Moving to Albania in 2026, in order: choose the permit, apostille your papers, file early, then register your address within 30 days. Pets, car, shipping.

One deadline that can cost you an Albanian residence permit comes after you already hold the card: once you collect it, you have 30 days to register your address at the civil registry office, or the permit is cancelled. The application has its own clock in the Law on Foreigners: 30 days from entry, or pay a fine for applying late. For visa-free arrivals the law also ties it to the lawful stay, so the safe plan is to file in your first month. Between the two sit one permit choice and a folder of apostilled papers from home, and the order matters more than speed, because several documents only exist once an earlier step is done.

This maps the process; it isn’t legal advice. It follows Albania’s Law on Foreigners as amended in June 2025, the 2021 government decision that lists permit documents in the version amended up to 2024 that the State Police publishes, e-Albania’s guides to the permit services, and official customs, UK and US government pages, as we read them on 9 October 2026. Rules shift by nationality and permit type, and the decision may have been amended again since. Confirm your case with the regional border and migration directorate or an Albanian lawyer before you give up a lease at home or book a container.

Choose the permit first

Your passport gets you in, but it doesn’t let you live here. Under the law’s general rule a visa-free passport is good for 90 days in any 180; Americans get a full year, and our US visa-free year guide has the small print. Other nationalities are in the Albania visa guide. The permit you choose decides which papers you’ll have to bring, so make that call before anything else.

If you’re…The permitWhere to read the detail

Retired, with a pension paid from homeResidence permit for pensioners (Article 85)Retiring in Albania
Buying an apartment or a houseResidence permit for property owners (Article 84)Buying property in Albania

Whichever row is yours, your opening card is short. The law’s general rule caps a first temporary permit at one year, and the nomad permit is also issued for up to a year the first time. Article 37 then has you apply for renewal within the 60 days before the card expires, so the renewal window opens around month ten. Put that date in your calendar on the day you collect the card.

Papers to collect before you leave home

Most of the permit file comes from the country you’re leaving, and it’s much easier to collect while you still have an address there.

  • Criminal record certificate. For the nomad permit, the June 2025 amendment asks for one from your country of origin and one from the country where you’re resident. If you’ve been living somewhere other than your passport country, that’s two certificates, from two police systems. The UK government points Britons to the ACRO Criminal Records Office.
  • Legalisation. The 2021 decision, as amended up to 2024, says documents from your country of origin or previous residence must be translated into Albanian, issued within the last six months, certified and legalised under international agreements. For most readers that means an apostille, and it also means timing: a certificate that’s more than six months old when you file won’t do, so don’t collect your papers too early. Albania has been a party to the Hague Apostille Convention since May 2004; the UK ratified it in 1964, and it has been in force for the US since 1981 and for Australia since 1995. Canada joined in January 2024, so if you’re Canadian, ignore older advice about legalising papers through an embassy.
  • Pension or income proof. Pensioners need a pension document from home; the figure the decision names and the 2025 change around it are on our retirement page.
  • Photos. The decision specifies 47 x 36 mm on a white background, taken no more than six months before you apply.

If the two-certificate rule applies to you, order the third-country certificate before you give up your address there. Everything else on this list can be chased from Tirana; that one is easier in person.

Health cover: buy it before you file

Health insurance is compulsory for residents in Albania, and the nomad permit names it outright: a policy valid for at least one year. For the pensioner and property routes, the pages linked in the table above say what each file asks for. Our healthcare guide explains how the public scheme (FSDKSH) works once you’re in it and why many foreigners still keep private cover for clinics in Tirana.

If you’re buying an international policy for the first year, read the residence clause before the price. SafetyWing’s Essential plan is travel cover, and it excludes the country where you principally reside except for 30 days in every 90, which is exactly what Albania becomes once you move. Its Complete plan does cover your country of residence and takes new members aged 18 to 64. SafetyWing also says plainly that it can’t guarantee every authority will accept its policies, though you can download a coverage letter for an application. Ask the migration office whether that letter meets the permit requirement before you buy. e-Albania’s document list for the nomad permit asks for verification of health insurance “in Albania”, so put that exact question to the office.

Belongings, pets and the car

Household goods. Albanian customs waives import duties on personal belongings when you move your normal residence here, as long as you’ve owned and used them for at least six months before you stop being resident where you came from, and you’ll use them the same way here. You’ll file a list of the items and proof that you left your previous residence. For foreigners, the customs page also asks for an Albanian residence permit, an employment contract and a lease in Albania, and a residence certificate from the local administrative unit. Alcohol, tobacco, commercial vehicles and tools of a trade aren’t covered.

Read that list again and the timing becomes clear: the relief leans on an Albanian residence permit, which you won’t hold until the card is issued, and on a residence certificate from the local administration. If your shipment arrives first, you may be clearing it without the papers that make it duty-free. Retirees and remote workers without an Albanian employer should ask the customs branch what replaces the employment contract.

A car you already own. It qualifies for the same relief only if it’s been registered to you for at least 12 months before the move. Customs takes a guarantee, and for two years you can’t lend, give away, pledge, rent out or sell the car without paying the duties you were spared.

Your licence. The UK government says you can drive here for up to 12 months on a UK or EU licence, though it’s better to use an international driving permit or an Albanian licence, and that exchanging a UK licence for an Albanian one doesn’t need a driving test. If you hold another licence, ask DPSHTRR, the road transport agency, what applies to yours. Albania’s road code puts its own limit on this: Article 133 lets you drive on a foreign or international licence only while you haven’t been resident in Albania for more than a year, and a licence that doesn’t match the models in the international agreements Albania has joined has to come with an official Albanian translation or an equivalent document. The driving in Albania guide covers the roads themselves.

Pets. For dogs and cats leaving the US, the US Department of Agriculture’s Albania page asks for a health certificate from an accredited vet, endorsed by the department within 10 days of travel, and a current rabies vaccination. Pets coming directly from, or only transiting, EU countries or countries on the EU’s Annex II list don’t need a rabies titre test; all others do. If you’re flying from the UK, the British government points you to the Albanian foreign ministry’s pet guidance and its own page on taking a pet to a non-EU country.

Week one: an address, a lease and a bank

Report where you’re staying. Article 130 gives you 10 days from arrival, and again from any change of address, to tell the border and migration authority where you live. You can do it yourself or through your employer, host or accommodation provider. When you move from a short let into a long lease, the clock starts again, so ask the landlord who’s filing it. Missing it costs ALL 3,000, about €33, $37 or £28 at the Bank of Albania’s rates on 9 October 2026.

Sign the lease. The permit file needs a purchase or rental contract, or another document that proves you’ve got somewhere to live. Our cost of living guide has the rent ranges by city.

Open the account early. The 2021 decision, as amended up to 2024, says that where a permit route requires proof of means and the decision sets no figure of its own, the proof is a deposit certificate from a commercial bank in Albania for at least ALL 300,000 per person for a year (about €3,275, $3,670 or £2,775 at the Bank of Albania’s rates on 9 October 2026) and a certificate of monthly income of at least ALL 32,000 per person (about €350, $390 or £295); ask the migration office whether your route needs both. That turns the bank from a week-three chore into a week-one task. The Albania bank account guide covers the documents banks publish and what a branch may ask a newcomer for.

Get a local number. You’ll be giving one to the landlord, the bank and the migration office within days; the eSIM guide compares the options for your first weeks.

In your first month: file the application

Article 37 says you apply for a temporary permit within 30 days of entering Albania and, if you came in visa-free, within your lawful stay. e-Albania’s own guide to the service puts it more simply: the online request “must be made within 30 days after entering” the country. So if you were planning to spend your visa-free months scouting towns and file at the end, get the migration office’s answer for your passport first. Applying late is fined: Article 141 sets ALL 20,000 to 30,000 (about €220 to €325, $245 to $365 or £185 to £275) for a foreigner who doesn’t apply for a permit, and e-Albania has you pay any such fine with the permit fee.

The application itself runs online through e-Albania. e-Albania’s guide to the service says that once the file is accepted, you get an emailed invoice for the fee to pay within 24 hours at a bank in Albania, and 7 days to post the originals, two photos, the payment slip and the signed printed form; miss either step and the request is rejected. If something is missing, the regional directorate tells you and gives you 30 days to complete the file, and that time is added to the processing deadline. Once the application is accepted, you get a provisional permit that stands in for the real one until the card is ready. After approval you go in person to the local migration office to apply for the biometric card, and again to collect it. The nomad permit runs through e-Albania’s separate unique permit service, which says you don’t need to be in Albania when you file and allows up to 12 weeks for a decision, while Article 68 grants that permit to a foreigner staying lawfully in Albania, so ask the migration office which timing it expects. For that permit the law has you hand over the original documents after approval, so keep the apostilled originals safe rather than mailing them ahead. The fee sits in an annex to the 2021 decision, so confirm the current amount with the directorate when you apply.

After the card: the registration that keeps it

This is the step that can undo a move that went well up to here. Article 131 obliges every foreigner with a residence permit to register their home address at the civil registry office of the municipality. Do it within 30 days of collecting the card, or the permit is cancelled. Late registration also carries a fine of ALL 3,000.

The registration does more than keep the card. Article 36 says a permit holder with a card valid for at least a year only counts as a temporary resident after registering with the civil registry. The customs relief above also asks for a residence certificate from the local administrative unit, so get this done before your shipment clears. With the permit you can apply for a biometric card for foreign nationals, which the UK government notes lets you register on e-Albania. Once you’re insured, get a health card, which the healthcare guide walks through.

Clocks that keep running in year one

  • Time away. A temporary permit holder can spend up to 180 days outside Albania for justified reasons, as long as you’ve told the police in advance why you’re leaving. Renewal has its own floor: e-Albania’s renewal service is for holders who’ve stayed in Albania for more than 180 days in a calendar year. The permanent permit is stricter again: Article 87 only guarantees that absences of up to six months at a time, and ten months in total over five years, won’t count against you. Five and a half months away every winter fits the 180-day rule and breaks the ten-month one in year two.
  • Tax. Living here long enough makes you an Albanian tax resident, taxed on worldwide income. The tests and the treaty question are in the tax section of our retirement guide, and they apply whatever your age.
  • Renewal. File within the 60 days before the card expires, and remember the address rules: a new flat means a new notice and a new registration.
  • Children. School is compulsory from 6 to 15, and enrolment runs through e-Albania.
  • The long view. Permanent residency needs at least five years of lawful, continuous residence; the full conditions are on our retirement page.

Who can give you an answer that binds

No guide replaces the office that signs your permit, and it helps to know which door to knock on.

  • The permit: the regional border and migration directorate where you live. Don’t count on your embassy either: the British Embassy in Tirana, for one, says it can’t help with Albanian visa, residency or citizenship applications.
  • Visas before you travel: the Directorate of Consular Affairs at the Ministry for Europe and Foreign Affairs.
  • A lawyer: the UK government publishes a list of English-speaking lawyers in Albania.
  • The shipment: the customs branch where your goods will clear.
  • Your licence: DPSHTRR, on 0800 8585.

The two dates to circle are day 30 after you land, when the application is due, and day 30 after you collect the card, when an unregistered address cancels the permit.
